United Counties Council of Illinois is a statewide association of county boards that provides numerous services to counties and county officials. UCCI tracks proposed legislation, provides legislative input, and affords units of county government a presence in the legislative process through its efforts on proposed legislation involving all aspects of county government. In addition to its legislative efforts, UCCI offers educational, leadership, networking and collaboration opportunities that are beneficial to counties and county officials.

UCCI membership is available to all counties in the state through the payment of annual dues. Every member county has one vote during scheduled meetings involving voting decisions.

Benefits

Leadership/Educational

  • Eight yearly membership meetings with guest speakers that provide relevant information on critical topics for county officials.
  • UCCI Leadership Academy is an educational collaboration with the University of Illinois. This multi-session program is designed for county officials wanting to explore new ideas and learn practical methods that are relevant to current issues, challenges and opportunities across the state.
  • Educational conferences held each spring, summer and fall to provide training for county officials. Periodic regional seminars held across the state to update county officials on Open Meetings Act, Robert's Rules of Order, Ethics/Conflicts of Interest and other topics impacting the responsibilities of county officials in the governance of their county.

Financial

  • There are no attendance/registration fees to participate in functions or educational seminars hosted by UCCI.
  • Counties participating in the ICRMT insurance program receive an 80% discount on UCCI dues.
  • Counties joining UCCI as a new member receive a 50% discount on first year dues.
  • Member counties are paid an attendance stipend for every regularly scheduled UCCI membership meeting at which they have a representative attend and, in addition, also receive a mileage stipend to help offset travel costs.
  • Mileage stipend details: (1) up to three round-trip mileage reimbursements paid at allowable federal mileage rate; (2) membership meeting mileage calculated from county seat to UCCI Springfield office; (3) annual conference meeting mileage calculated from county seat to annual conference location; (4) meeting/mileage reimbursement paid directly to member county on a quarterly basis.

Dues Information

UCCI Membership is available to all counties in Illinois. Member counties are entitled to receive all UCCI services and serve as voting members of the association.


In keeping with past practices, since 2005, it is anticipated that all county paid UCCI member dues for 2026 will be refunded in full. The UCCI Executive Committee, at their November meeting, will review and vote on recommending whether that refund is the actual amount paid after various discounts are calculated, or if that refund is based upon the current dues schedule.
